Normalize the offers before choosing
Build one comparison sheet with a row for each required component and activity. Mark included, excluded, optional or unclear for every supplier. Resolve unclear items before treating the totals as comparable.
Separate technical differences from commercial ones. A different door arrangement or air-handling scope may change the room's suitability, while freight and local-work exclusions affect the installed cost. Both need attention, but they should not be mixed into a single unexplained score.
Record deviations and the cost of bringing each offer to the required scope. The most useful comparison shows what the owner will still need to buy or coordinate after accepting an offer.
Configuration decisions
| Decision | What to define |
|---|---|
| Scope alignment | Compare the same enclosure, equipment and service requirements. |
| Technical deviations | List proposed differences and their practical consequences. |
| Commercial alignment | Record delivery terms, currency and excluded local work. |
| Residual work | Identify what remains for the owner to procure or coordinate. |
How should an unusually low quotation be assessed?
Check its assumptions, quantities and exclusions first. A genuine saving and an incomplete scope can look similar until the offers are normalized.
